Privacy compliance has shifted privacy regulation from policy-oriented interpretation has changed to architecture-based enforcement in mass consumer platforms. Although regulatory constructs, such as consent, purpose limitation, and data minimization are abstract concepts, distributed systems require deterministic, scalable and auditable implementation mechanisms. This review is a critical analysis of the emerging literature on the privacy architecture that is driven by regulatory mechanisms and conceptualizes the Regulatory-Driven Privacy Architecture Model (RDPAM) which is a layered conceptual model that includes identity, data classification, policy enforcement, monitoring and audit/governance functions. Scalable privacy enforcement reference architecture and structures to quantitative evaluation methodologies in the form of metrics such as the Safeguard Coverage Ratio (SCR), Enforcement Consistency Index (ECI), Audit Completeness Score (ACS) and Policy Evaluation Latency (PEL) are also introduced in the review. The safeguard modularity, cross-platform control reuse, continuous monitoring and traceable compliance evidence are some of the typical architectural themes in the literature reviewed. Semantic incompatibility between the law and technical controls and the difficulty of scaling in distributed environments and the lack of standard validation frameworks are constant problems. Generally, the review hypothesizes that privacy protection must be designed as a system property with adaptive design and not a post hoc compliance test particularly in high throughput consumer platforms that operate in non-uniform regulatory environments.
